Qualifications:

To perform the job successfully, an individual should demonstrate the following competencies. 

KNOWLEDGE, SKILLS, AND ABILITIES: 

  1. At least ten years of economic development experience required, which may be combined with related experience such as business development, sales, marketing, or (international) business. 
  2. Experience supporting the overall management of economic development activities. 
  3. Strong, comprehensive understanding of economic development fundamentals, particularly related to business retention, expansion, and attraction, and strategic partnerships. 
  4. Strong understanding of the economic development ecosystem and predominant industry sectors within Skagit County and Washington State, including familiarity with local, state, federal, international, and private resources. 
  5. Familiarity with local government and state/federal legislative processes. 
  6. Excellent written and oral communication skills, including effective public speaking, persuasive writing, excellent proofreading and editing. 
  7. Comfortable working in a sometimes fast-paced, ever-changing team environment.
  8. Confident with technology (using and learning), including CRMs, Microsoft Office Suite, and others. 
  9. Ability to work independently and demonstrate sound judgment with a track record of project management success, while collaborating with the CEO, team members, and outside partners as appropriate.

EDUCATION, CERTIFICATES, AND/OR EXPERIENCE: 

1. Bachelor's degree required in a field related to economic development (preferred) 

2. Graduate-level degree related to economic development preferred (may include MBA, JD, others).

3. Strong background and work experience in an economic development position, whether in public sector, private sector, or for a non-profit organization (ideally more than one).

4. Economic development certification (CEcD) strongly preferred (either already completed or in process). 

5. Demonstrated success in providing outstanding service and team collaboration. 

6. Excellent communication and relationship building skills with an ability to prioritize, negotiate, and work with a variety of internal and external stakeholders. 

7. Foreign language ability preferred. 

Responsibilities:
  1. Strategic Planning and Execution: Contribute to the development and implementation of the organization's strategic vision and action plans 
  2. Support existing businesses by connecting them to local programs and support services 
  3. Conduct BRE visits with business from targeted sectors and industries, EDASC Investors, and others 
  4. Serve as EDASC’s main contact with the Washington State Department of Commerce and manage all business attraction projects that arise from whatever source, in coordination with local partners 
  5. Support businesses using EDASC’s site selection, market research, demographic, other online tools 
  6. Facilitate meetings between businesses, education institutions, city and county government, and nonprofits 
  7. Manage the tracking of all BRE & attraction activities using web-based CRM 
  8. Review quarterly updates for cities and partners
  9. In coordination with the CEO, develop and manage EDASC’s relationships with a broad range of state and federal government agencies, as well as international governments and businesses, and with regional organizations active in economic development external to Skagit County. 
  10. In coordination with the CEO, provide support on economic development projects.

The Economic Development Alliance of Skagit County (EDASC), a 501(c) (3) nonprofit entity, implements the economic development program for all of Skagit County: the county, its four cities and four towns, two ports, and the entire private sector including non-profits and K-16 education. The mission of EDASC is: EDASC carries out business attraction, retention and expansion, and collaborative engagement to achieve a prosperous, sustainable, and equitable community while maintaining Skagit County’s natural beauty and quality of life. 

Under the direction of the CEO, the Deputy Director will manage, coordinate, and implement programs and projects supporting capacity building, and the retention, expansion, and attraction of businesses in Skagit County. The Deputy Director will also be responsible for a range of activities, including strategic planning, program implementation,  project management, staff supervision, and cultivating relationships with key stakeholders.
