SUMMARY

The Economic Development Alliance of Skagit County (EDASC), a 501(c) (3) nonprofit entity, implements the economic development program for all of Skagit County: the county, its four cities and four towns, two ports, and the entire private sector including non-profits and K-16 education. EDASC’s mission is to carry out business attraction, retention and expansion, and collaborative engagement to achieve a prosperous, sustainable, and equitable community while maintaining Skagit County’s natural beauty and quality of life.

The Program Manager will be an integral part of the EDASC team and will be primarily responsible for the effective and efficient operation of the Leadership Skagit program year- round in collaboration with the Skagit Valley College Curriculum Manager. Primary responsibilities include the recruitment of participants, fundraising, volunteer coordination, and programmatic logistics. As a leader in equitable economic development, all EDASC programs and communications will be produced under a lens of justice, equity, diversity, and inclusion.
Language skills beyond English and cultural competencies are especially valued.

Fundraising is an important and significant source of financial and community support for EDASC and the Leadership Skagit program. The program manager will work in close partnership with the CEO and Director of Finance to develop and execute a fundraising strategy that will support the program, staffing, and operations, and work in cooperation with funding for EDASC generally.

EDASC is a fully vaccinated office, the successful candidate must show documentation of full vaccination against Covid-19 before beginning employment.

The ideal candidate will work in close partnership with the CEO, Director of Finance & Administration, and all staff, and will take on duties beyond the LS program for EDASC events and programs.

This is a full-time, non-exempt position, and the hours are flexible to meet the programming and organizational needs. This is an in-office position, although working from home on occasion may be permitted and should be possible in case of necessity. Activities may include
 
assignments at sites outside of the primary office or regular business hours. No supervisory responsibilities.

JOB DUTIES

DUTIES AND RESPONSIBILITIES:

1.    Recruitment:
       a.    Meet or exceed a goal of at least 30 participants per year
       b.    Ensure a program fit for attendee, community representation, and class diversity in support of the overall mission
       c.    Manage application process and maintain accurate records
       d.    Review scholarship applications and advise suggested funding amounts
       e.    Manage tuition process ensuring appropriate parties are invoiced and funds are collected in a timely manner

2.    Event Management:
       a.    Manage logistical arrangements for multiple Leadership Skagit and EDASC events per year
       b.    Create planning documents, timelines, and budgets for events
       c.    Research venues and vendors and manage outside vendors, contractors, and/or suppliers
       d.    Manage pre-program logistics including but not limited to on-site logistics, coordinating deposit payments, catering, room set-up, and audio/visual needs
       e.    Produce program materials for program participants
              i.    Responsible for organizing electronic and printed materials for program activities, committee meetings, events, and volunteer activities
              ii.    Transport materials to program site in a timely and professional manner
       f.    Contribute to creative ideas and suggest new initiatives or areas of improvement, efficiency, or cost savings

3.    Financial Responsibilities:
       a.    Create and manage an annual program budget (income & expenses)
       b.    Document and review revenue and expenses
       c.    Manage tuition billing and scholarship awards for participants
       d.    Ensure fiscal and administrative compliance with LS program contracts, grants, and nonprofit accounting standards

4.    External Communications:
       a.    Update and publish information to promote goals and objectives of the LS program
       b.    Coordinate support of the program’s webpage, and social media presence
       c.    Assist with the collection of information for promotional literature including annual Skagit Business Guide and LS Graduation Booklet
       d.    Participate in external meetings and events, some of which will occur before or after normal business hours, to promote financial support of LS and EDASC


5.    Volunteer Management:
       a.    Establish and follow nonprofit best practices for volunteer policies and procedures
       b.    Maintain records of volunteers and their donated hours for year-end financial reporting

6.    Alumni Engagement:
       a.    Plan and execute relevant continuing education events
       b.    Fundraising for scholarships and program support
       c.    Encourage participation in participant recruitment

7.    In coordination with CEO:
       a.    Performance Reporting:
              i.    Plan, record, and report community outreach activities that support the program objectives
              ii.    Set goals, track, and communicate progress to appropriate internal and external stakeholders
              iii.    Prepare reports to support the evaluation of impact, adjust approach, and to improve performance and results
       b.    Fundraising:
              i.    In coordination with CEO and the EDAC team, execute fundraising activities for both the Leadership Skagit program and EDASC through sponsorship and donations; identify and cultivate significant donors and event sponsors
              ii.    Document and report fundraising objectives and successes
              iii.    Conduct research to identify potential funding opportunities and grants for the LS program and EDASC

8.    In partnership with the SVC Curriculum Manager:
       a.    Generate materials such as agendas, event programs, and facilitator and coaching materials
       b.    Assess and report about learning outcomes and alignment of curriculum with community needs
       c.    Recruit alumni volunteers to participate in program delivery

QUALIFICATIONS
A successful candidate is a people-person and servant leader with high emotional intelligence and a confirmed record of accomplishment in program management, volunteer management, fundraising, and developing and maintaining cooperative, professional relationships with other employees, management, business owners, municipal leaders, and outside organizations. This person must be organized and detail oriented, be able to work independently with occasional oversight as needed and represent the programs in a professional and proficient manner.

REQUIRED SKILLS AND ABILITIES:

1.    Demonstrated event/meeting planning experience
2.    Demonstrated experience in fundraising and the ability to provide positive support to foundations, donors and sponsors
3.    Experience managing a program budget and generating program income
4.    Ability to work with and an understanding of current technology with an eye to the future including databases, spreadsheets, documents, and a range of web-based applications
5.    Strong written communication skills, including writing, proofreading, and editing
6.    Excellent oral communication skills, including ease and proficiency with public speaking
7.    Comfortable using social media and communications platforms including Facebook, Linked-in, Instagram, Mailchimp, etc.
8.    Familiarity with Skagit County, its communities, and industry sectors is highly desired

EDUCATION, CERTIFICATIONS AND EXPERIENCE:
1.    Bachelor’s degree is required, ideally in a related field
2.    Participation in Leadership Skagit or comparable Leadership Development program (degree or non-degree) is strongly preferred
3.    3 to 5 years’ experience as Program Manager or comparable role managing multiple priorities and events
4.    A valid driver’s license and reliable transportation with the ability to travel throughout Skagit County
